Transforming: acceptabed data from it’s originating forms (PDF, web pages, etc) into common format data elements / tables / models.

Evaluating: Information, critically analysiing each topic: (i) breaking down the information into its lowest form constituent parts,, which are then assessed individually, to; (ii) understand the overall topic related goal, function, performance requirements, and (iii) actors, roles, obligations, enforcement bodies, reporting and penalties, additionally, (iv) uncover any errors, discrepancies, weaknesses, or areas needing improvement.

Observing: Each topic area in terms of: (i) preliminary examination reports (sectors, actors, duties, obligations, impacts); (ii) further stakeholder engagement discussions; (iii) postion statements submitted into consultations; (iv) further academic research on related topic areas (models, reports, articles, datasets).
